Much theoretical work has explored "The Science of Surge," and characterized its underlying domains. This research will address how operational measures such as
ED crowding, as well as care-seeking, from the ‘system’ domain of surge capacity, are relevant to in-hospital, in-ED, and area-level mortality. This work will inform health system and public health efforts to limit excess mortality in the face of future nationwide and global disasters.
