1.  Establish a network of persons interested in performing education research.  Formation of such a network allows:

a) collaboration and coordination leading to larger investigations

b) mentorship 

The presence of an active IG essentially serves the purpose of establishing the network.  It is imperative that the list-serve is used to further establish the network.
